Dr. Richard Seder has twenty years of experience utilizing data and research results for organizational and school improvements. He has assisted national, state, and local education stakeholders with policy research, analysis, development, and implementation across PK-16, especially in the areas of school finance and governance, human capital and labor markets, education management information systems, and monitoring, evaluation, and accountability systems. As an expert in school finance and governance, Seder has evaluated policies for local and state education agencies across the country, advised on education efforts internationally via UNICEF, and served as an expert witness and provided litigation support to state education agencies. He brings significant research and methodological expertise, coupled with first-hand experience supporting national and state policymakers, to ensure that data and results are translated into improvement efforts.
Seder earned a Ph.D. in Education Policy and Governance from the University of Southern California. Her received an M.S. in Public Policy and Management from Carnegie Mellon University and his B.A. in Economics, Management, and Government was awarded by Beloit College.
