Tom Plotts brings extensive emergency management leadership experience as an educational administrator, law enforcement executive, and safety and security expert. Mr. Plotts has over twenty (20+) years’ experience in the community college system, including thirteen years as an educational administrator in Career and Technical Education (CTE) and ten years as a community college Chief of Police at Palomar College. At Palomar College, he successfully demonstrated the ability to establish, maintain, and foster engagement and collaboration with faculty to increase student success. Mr. Plotts was responsible for providing instructional and student services leadership for five administrators, thirty five classified staff and over two hundred faculty members. As an educational administrator, he managed an extensive Public Safety Program in San Diego County, including associate degree and certificate programs in Emergency Management, Criminal Justice, Fire Technology and Police/Fire Academies, as well as certified training through the California Peace Officer Standards and Training (POST) Commission and Office of State Fire Marshal. In addition, he successfully proposed, designed, and managed a regional Public Safety Training Center and Police Facility. The state-of-the-art training facility and burn tower provides on-going regional police and fire training opportunities and generated over $20+M in increased full time equivalency of students (FTES) under his leadership. As Chief of Police, he was responsible for the operations of the district’s police department, parking services and emergency management at five (5) campuses within 2,555 square miles. His duties and responsibilities included planning, organizing and directing law enforcement operations, safety, and emergency management functions of the police department, providing general direction to department personnel, overseeing patrol operations, investigations, records, evidence, Jeanne Clery compliance, safety training, citizen complaints, and providing for the safety and security of all persons on district property. In addition, Mr. Plotts had overall management responsibility for all safety and security equipment contracts, mass notifications and security systems, as well as physical security at all athletic and special events.
He has demonstrated success working within a shared governance environment and served on many committees including the management team for the College’s successful $1B Bond Measure (Proposition M), Strategic Planning Council, Accreditation Steering Committee, Budget/Revenue Allocation Committee, Curriculum Committee, District Policies & Procedures Committee, Educational and Facilities Master Plan Committee, Safety & Security Committee, Campus Police Committee and Student Services Planning Council.
Mr. Plotts has served as an advisor to the National Safe Schools Council in Washington DC for the American Association Community Colleges (AACC) and has been recognized as a subject matter expert in the areas of community-based policing and campus safety by the California Commission on Peace Officer Standards & Training. His professional affiliations include membership in the International Association of Campus Law Enforcement Administrators (IACLEA), California College and University Police Chief’s Association (CCUPCA), American Association of Community Colleges (AACC) and Community College League of California. Mr. Plotts previously served as a past Board Member and Vice President (San Diego/Imperial Region) for the California Community College Association for Occupational Education (CCCAOE).
Mr. Plotts’ educational qualifications include a Master’s Degree in Public Administration, Bachelor’s Degree in Criminal Justice Administration, and Associates Degrees in Criminal Justice and Liberal Studies.
