Countee, Jerome Jr.
Jerome T. Countee Jr. brings nearly twenty years of experience in Community College Leadership to the Collaborative Brain Trust consulting firm. He is an accomplished Resource Manager and Senior Organizational strategist, currently serving as the Associate Vice President of Instruction, Economic and Workforce Development at American River College in Sacramento, California. Mr. Countee has strong organizational competencies including: recruiting and screening key talent; coaching and mentoring individuals and leading teams; as well as navigating large, complex, and diverse workforce development divisions with an ability to integrate economic and workforce development activities into instructional programs and other units of the academic enterprise. Mr. Countee’s expertise as a consultant is sought in the areas of: utilizing market research on regional economic and workforce trends to support strategic planning and to ensure data-driven decision-making for new program development and enrollment planning; developing, implementing, and evaluating innovative credit and non-credit programs that increase enrollment and revenue in support of workforce development initiatives and institution-wide goals; negotiating and implementing complex public/private partnerships that expand the institution’s capability to serve international clients, non-traditional students, and special populations; establishing academic articulation, dual enrollment, and pathway agreements to support the institution’s strategic initiatives of transfer and completion; and generating creative fundraising ideas, structuring successful resource acquisition proposals, and developing non-traditional revenue strategies that compliment traditional grant, gift, and donation campaigns.
Mr. Countee has administrative and oversight experience with federal, state, and private funding sources. He is an expert at developing models for cultivating strategic relationships, negotiating public/private partnerships, and creating geographic and sector-based consortiums. Mr. Countee’s achievements are evidenced by his success in delivering several break-through and innovative training and partnership agreements while at Prince George’s Community College that initiated training programs which continue to generate legacy tuition revenue today. He also created strategic partnerships with local industry which led to long-term lease agreements and the establishment of two new college extension center facilities. Mr. Countee has continued his success in Sacramento by leading the Workforce Development division at American River College that produced grant revenues of nearly $10 million in less than two years.
Helping others achieve their highest potential through education is his passion. Before beginning a career in higher education, Mr. Countee worked five years as a Corporate Manager in IBM’s Mid-Atlantic area headquarters, and four years as a Technology Consultant for the Prince George’s County Maryland Public School System. Early in his professional career Mr. Countee held legislative staff positions in the United States Senate and in the Maryland General Assembly.
Prior to arriving in Sacramento, Mr. Countee directed professional education programs at the University of Maryland University College and George Washington University in Washington, DC. For eleven very successful years, Mr. Countee led Workforce Development and Community Partnership efforts at Prince George’s Community College in Largo, Maryland. Before leaving PGCC, Mr. Countee’s accomplishments were recognized by his colleagues and he was presented with the Outstanding Administrative and Professional Staff award.
Mr. Countee holds a Bachelor’s degree from UMBC and an MPA from Western Kentucky University. He is currently a Community College Leadership Doctoral candidate with a dissertation research focus on Community College Workforce Training programs and industry partnerships.
